Yes, You can - depending on what You mean by direct intervention - If
you have network access to this computers and You have admin rights on
it You can use ADMT and Security translation to move computers accounts
between domain\forest and re-write secuirty information on these
workstations.

Yes - that's why I wrote (...) depending on what You mean by direct
intervention (...) - rebooting can be done remotely
