Movie Maker Fix

I suggest that we allow support for movie maker for graphic cards that
support diretx 8.0 too because programs like adobe premier 2.0 work on those
kind of graphic card support. of course keep the directx 9 above support.

Won't happen, Don, as there are other hardware requirements for video in
Vista which would be incompatible with going backwards. As Vista has gone
into final release code, there will be no further changes in these
requirements.
