movie maker file quality options

In Vista, compared to XP, the options for saving movies have changed in Movie
Maker for the different quality settings.

On XP I preferred "Video for broadband (340Kbps)" for a good trade off on
small file size and good quality image.

On Vista, the setting "Windows Media VHS Quality (1.0 Mbps)" makes a good
quality video at 640 x 480 and 30 frames per second, but it's almost 4 times
the size of a video that I could store on Movie Maker on XP at "Video for
broadband (340Kbps)".

I tried to use the "Compress to:" option to force it into a smaller file
size, but it kept the high frame width and height and just made the image
quality poorer and lower frames per second.

How can I force it to use the settings that were available in XP? 320 x 240
at 30 fps?
