Move user data to new server

I have all of my users data, profiles, term service profile, etc., on a
Windows 2000 server. I would like to migrate all of the data off so that I
can reload the Server to Windows 2003. I know I can do an in place upgrade,
but I don't want to do that. Is there a way to move all of the data while
keeping all of the same security rights. I can move to either a Win 2000 or
Win 2003 server temporarily.

Start a Command Prompt, then type xcopy.exe /?. You will see that
one of the switches ensures that security rights are copied across.
