Move the sheet tab bar to the top of the workbook?

Is there any way to move the tab bar from the bottom of the workbook screen
to the top? Would like this option but don't know if is possible.
 
You can leave it at the bottom or turn it off (Tools|options|view tab).

But you can't move it.
