Is there any way to permanently move the Recycle Bin from my small C: drive
(40 GB) to my much larger H: drive (250 GB) which is on a USB2.0 port?

If you empty it regularly, it takes up less space than most stuff..

But you can make it smaller.

If the intent is to save all the recycle bin contents, then you could save
them to a folder on an external drive, then erase the real recycle bin.??

Well...there have been times that I wished I had not emptied my trash can,
even though at the time I did it, I said I will never need that "junk"
again. I don't know what the OP's intent is.
