Is there a way to move programs from drive C to another
drive without having to uninstall and reinstall it.

There have been various things that claim to - ZDNet had a COA program
for Win9x: I don't know if they say it is OK for XP. But I would not
rely on them. Uninstall, tidy up, and reinstall.
 
Partition Magic will remap your drives and programs to new
locations, but you will have to change the drive on your
icon shortcuts.
 
I have used COA32 under Windows XP and have not run into any problems in
over a dozen uses.
