Move Items/Copy Items

Sometime when I try to open a file, usually when I try to open a graphic
file for editing from the 'Windows Picture and Fax Viewer" instead of the
graphic application opening up I get the 'Move Items' dialog box and then
when I press the cancekl butten the 'Copy Items' dialog box pops up - after
cancelling then the graphics application would start. More recently I have
noticed the same phenomenon when opening a help file from an application -
the help file opens in the browser, but before it opens I have to cancel the
'Move Items' and 'Copy Items'. Whats going on here and how can I fix this
problem.

Delete the "Move To" and "Copy To" subkeys from the Registry at
Hkey_Classes_Root\AllFilesystemObjects\Shellex\ContextMenuHandlers.
Note: these keys do not exist by default, they are used to add the
"Copy To" and "Move To" entries to the context menu for files. This
Registry tweak has the mentioned side effect.
