Mouse scroll causing problems

I have a form which is used only for data entry and its DataEntry property is
set to Yes.

I have a user who keeps using the mouse scroll while using this form - this
has the effect of starting a new record.

How can I stop this happening? Can I temporarily disable the mouse scroll?
Can I stop the form having the ability to add more than one record per time
it is opened?
