Mouse problems with Vista and laptops?

So, this one just bit us...

So -- for the first time -- I plugged a mouse into our preset load of
Vista on a laptop into a USB port.

Mouse comes up as an "unknown device". What I'd think should be PnP
generic driver installation is not working (it actually comes up as
"failed").

The only workaround is to "let me pick from a list..."

And go to Mice...

Now, here's the problem.

If I select "USB Browser Mouse" -- which is how the mouse shows up on
my *desktop* -- the "digitally signed" driver says that an error has
occured and -- more importantly --

"The driver installation file for this device is missing anecessary
entry. This may be because the INF was written for Windows 95 or
later. Contact your hardware vendor." (!)

Now, about this...

If I run sysprep on the machine at this point -- with the mouse
attached -- after all that setup has occured -- the mouse will work.
Which is odd enough.

But back to "pick from list..."

If I choose "HID-compliant mouse" -- *that* driver works. Except it
only works for the USB port I've plugged the mouse into! If I move the
mouse to another USB port -- it doesn't work and goes through the same
rigamarole of having to install the HID-compliant driver -- and I have
to do this for *every USB port* on my laptop. Once I've done that,
then it'll work.

So the questions are:

1) if it's working when I sysprep the machine, why isn't it working if
I plug it in after the fact (and, actually, I'm seeing this on my
desktop as well -- I made a mistake once of flipping off my switchbox
after restarting from a powered-off-but-sysprepped HD -- and it
wouldn't find any workable mouse drivers.)

2) If the HID-compliant driver works -- why doesn't it work for all
USB ports?

3) What's up with the error message on the "USB Browser mouse"? INF
for Windows 95?

Any thoughts/help here?
