Mouse over info boxes

OK - if you are a new users - they are helpful - HOWEVER - they get very
annoying after while - example is mouse over the windows START button in
Vista - and after a second or 2 - START pops up -

HOW do you turn that off - it's annoying and distracting when you are trying
to work - I have tried turning off file information in the Windows Explorer
menu view - And I have searched the web -

ANY help would be GREATLY appricated -

From My Computer:

Tools\Folder Options -View tab

In the Advanced Settings window, scroll down to "Show pop-up description for
folder and desktop items".

Uncheck the box next to it.
 
Maybe your computer is a laptop.You might not know how to use your
touchpad.Check your computer's user's manual for info.
