mouse locked

when I click on a cell it becomes locked. Moving the mouse highlights any
other cell moved over. The only way to get out of excel once a cell is
clicked is via the task manager. I have tried pressing F8 with no luck
 
Try clicking the wheel on the mouse, if your mouse has a wheel.
