Mouse hangs with DOS program with XP

I run a DOS CAD program on several computers running XP with no problems. But
one machine freezes the mouse when the program loads. Mouse otherwise is ok.
I have tried different mouse, different drivers different screen following
install of flat screen, re-installed CAd software. When installing using dos
rescue disk dos the software failed to see a mouse even tho mouse worked with
rescue disk loaded.
Is there an XP option when loading to specifically exclude dos programs? Or
some other setup parameter that may be the cause
