Mouse curser doesnt activate sub menus

When I move my curser over the programs list the sub-menues do not come up.
Any answers?
 
To repair all system files, go to Start/Run, and type (or paste in): SFC /SCANNOW
 
I have tried that and in the properties area the box checked is to show menu
when cursor is paused over selection.
