mouse changes to a 4-way arrow when over the control

I am using XL 2002 and Windows 2000

I have several controls (check boxes and radio buttons) on a sheet that a user created. When the sheet is protected, it is not possible to select the controls (i.e check the check box). When the sheet is unprotected, the mouse changes to a 4-way arrow when over the control. I have tried to use the Visual Basic and Control Toolbox Design mode button to turn this behavior off and have been unsuccessful

Does anyone know what is going on here? I'm stumpted

are they ActiveX controls or forms controls.

It sounds to me as if they are forms controls
