most of my .exe are inactivated

Every time I try to open a .exe application, including many of the Accesories
(calculator, paint, notepad, etc), Wizard, program installation, games, etc.
I get a message requesting to "choose the program to open this file"

I checked some of the specific programs and they are in the computer. But
apparently they should be re-activated

All this happened after using Panda to clean up some worms. Please recommend
a solution, I have WXPhome edition
