Monthly billing

I have a project where I am trying to bill members on the first of every
month. I want the database to do this automatically. My first thought was
to have a startup form that when it closes runs a macro and an action query
that posts the fees. It works only if i open and close the program each day.
Is there a way that it will run on the first of each month even if I leave
the program open.
 
Unfortunately, Access does not have a built-in script scheduler. However,
there is a program called Macro Express you can download at
http://www.macros.com/ for only $40 that is awesome in this regard. (I never
used it: I got the info from an associate at a different company).
