Monitor shuts down on XP starts up

Hi all,
When my computer goes into up Windows on start up, my
monitor turns itself off. If I only turn off & on the
monitor a blue box appears "Video Cable Connected?"
Sometimes it even turns itself off after I have logged
into my user ID in Windows.
I have an Optiquest Q95 monitor with on ATI RADEON 7200
SERIES video card.
The only way to get it back up is to continuously power
down the CPU until said monitor decides to stay on. Once
I can get it to stay on it works just fine.
