Monitor Problems Caused by OS

I have a Dell computer (XPS) with a 17in flat screen
monitor and have encountered a problem a couple of days
ago.

When the computer is turned on for about 5 minutes or so,
vertical lines will suddenly appear across the display.
There are always five of these. As you move the mouse and
resize various windows, the situation will worsen until
the display is un readable.

Any ideas on this? OS problem (XP)? Hardware problem?
The monitor checks out OK.

Have seen that symptom with bad RAM on the video card. Sounds like a
connection point or a break opening up as the card/chip warms up.
