Monitor loses sync when displaying full screen DOS Window

I have a Dell 17" flat panel that will not display full
screen DOS window. The same program running on the same
hardware displays the window perfectly in Windows 98. I
upgraded the machine to 2000 and now I can display a full
screen dos window. Any help would be greatly appreciated.

If has nothing to do with the monitor. It is the window settings for the
Command Prompt. Specifically, the prompt it set to display in a windows,
not full screen.

Go to Start/Programs/Accessories, and right-click on "Command Prompt". Go
into properties, then, on the Options tab, select Full Screen. If you want
a windows, just a bigger one, you can adjust that too, under the Font and
Layout tabs.
