Monitor goes into Power Saver Mode itself

I have disabled or power options in power management . But
this monitor starts doing a countdown on the screen and
then power saver is on. I dont know how to turn this off .
Frustrating .. any ideas Pls help

Cant find the disc for the monitor and dont know wether or
not a disk would help.

Controlled by BIOS. well that doesnt help me much. If i
use another monitor it does not do it. So how do i correct
the problem??
