Money Herrings and all that!

My son wants to design his own web site and wants to
Incorporate the virtual payment concept i.e. herrings
(Money). In the past he has been awarded herrings for
offering up
Services or posting information to web sites (clan sites
etc) he wants too be able to do the same and reward
members if they provide useful info, ideas etc.

How do you achieve this is it easy or do have program in
Perl etc or incorporate CGI scripts etc be grateful for an
explanation
