Modifying Outlook email personal form

I am using Outlook 2003. I have several personal outlook email forms that I
send out each month. I used to be able to open the form, make changes, and
then under tools, hit publish and it would update my form. Now when the form
is open, under tools, it no longer shows the forms buttons so I can't modify
my forms. Is this something new or can I get it back?
 
Nevermind, I figured it out. You have to remove the checkmark form the Use
Microsoft word to edit email messages. Then you can modify and make your
changes. thanks anyway!
