my modem say not digitally signed but click on driver
details say digitally signed windows publisher, why does
detail say signed and the modem say it not signed

Maybe it's an old signature. I'm not trying to be flip but it may have been
signed for a previous version of Windows. Have you tried installing the
driver and does it work? If it works, nothing to worry about, if it doesn't
check the modem manufacturer's website for the latest driver. If this is
the latest driver and you have some concerns, contact the modem
manufacturer's tech support.
