Modem wont dial properly after SP2 installation

Yesterday I installed Service pack 2 on my computer running XP home edition.
After the install I tried to go online but the modem didn't sound right. I
could hear it get the phone line dial tone then dial but the sound of the
numbers being dialled was sort of scratchy and distorted. They are nomally
clear tones. After dialling nothing would happen for a while then the phone
line would start going beep beep like if you hang onto the phone for a long
time without dialling. Then an error would come up saying the line is busy,
(which it was not).

I tried turning the firewall off, checking the settings, I couldn't see
anything wrong. I rebooted etc but nothing would make the modem work it
seems like the modem was unable to dial properly. All the modem checks said
everything was working fine except when I did a dial check it still wouldn't
dial.

I then used the restore wizard to roll the system back to just before I
downloaded SP2. As soon as I did this the modem worked fine.

Can someone please suggest how I can fix this fault so I can use SP2 but
still have a modem that works?

I have a smartlink 56k MDC modem using driver version 3.0.4.168.

Any assitance would be appreciated.
