Modem "Not present"

Lucent Windows Modem 56K will show as "not present" yet
physically is present. I have switched ports, taken the
computer to a local tech to confirm, purchased a new
modem, etc. I now check each morning for the modem to be
present and if it is showing "Not present" I "remove" it,
shut completely down and wait anywhere from an hour to
six hours, sometimes all day, then power back up and
miraculously, it recognizes "found new hardware" and
proceeds to go through about 4 steps to reload
completely; all the while the modem physically exsists.
I had a college computer kid take a look at this and was
advised it is a software problem not hardware.

How do I rectify this glitch?

If the modem is an internal model, install the latest version of the
drivers.

If the modem is an external model, it must be turned on before Windows XP
boots, so that Windows can know the modem is there and ready.
