Modem disconnect

What would cause my modem to not "disconnect" after the
pre-set period of time? Before I switched from Windows xP
Pro to Windows XP Home, it used to auto disconnect after
20 min. with out activity, but now, even with 20 min.
selected, it doesn't always disconnect. This is
another "bug" that is driving me nuts with Windows XP
home version. Same equipment, same settings (modem set to
disconnect after 20 min. W/O activity), but it'll stay
connected until manually D/C'd... Help!!!

ABIT KR7A-133 MOBO, athlon 1900+XP with 768 MB RAM, Dual
HD's, NVIDIA GeForce4 Ti 4600 128MB video card, generic
dial-up modem, same as with prior OS...

Is it possible that an activity, such as mail checking, is taking place in
the background - resetting the time out interval?
