MOD20000 Access Workflow Designer Server will not install

Has anyone been successful doing this in the last 4 years? According to this article:

the issue was fixed in MOD2000 SP1. It was not. Or at least my system Windows 2000 SQL 7.0 SP4 isn't listening. Thanks.

uh, if i remember correctly; all that was is some basic lil workgroup
webpage thing right?

basically it was replaced by sharepoint in 2002 right?

Don't know. I just assumed that the fix that Microsoft said was a fix was a fix. But it isn't.
