MMC Error

I am recieving the following error message:

MMC cannot open the file C:\WINDOWS\system32\services.msc.
This may be because the file does not exist, is not an MMC console, or was
created by a later version of MMC. This may also be because you do not have
sufficient access rights to the file.

I can do a Start/Run:mmc and it opens the console. I can add options and use
them, but when I go to save them, I get an error "Cannot Save MMC"

This error message was from trying to open the Services console, but doesnt
work for any of them and the path above will reflect the file name. I check
to ensure the file did exist.

This may be a problem with your Windows TEMP directory, or the environment
variable that points to the temp directory. I had this problem show up when
I manually deleted all files and folders on the fly in my temp directory.
