Missing tab

On some of the machines that run Active Directory users and computers some
of them have the Dial -in tab missing on the property sheet of users.

Any idea why it is not there and how I get the dial in tab to show?

The Dial-In tab is part of the RAS console. If you want this tab available
to you run: "msiexec /i adminpak.msi ADDLOCAL=FeRRASConsole /qb"

When I run the suggested command below I get: "Internal Error 2711. FeRRASConsole
The title of the pop up window is: Windows Server 2003 Administrtion Tools Pack
