Are you saying that there are times when you don't see any? The default
notification area behavior is to "hide inactive icons" so some icons showing
up infrequently is normal.
I'm sure that the OP isn't asking that. I have the same problem
sometime: programs that I KNOW are loading at startup and that SHOULD
show a systray icon, don't. I can see that they are running by
looking at the running processes in task manager.
The only way to get the icon in the systray for those programs is for
me to have task manager close them, and then I manually start them.

Occasionally, when using windows, windows explorer crashes. When this
happens it autorestarts, but it doesn't reload all the utilities that should
be loaded, hence the icons associated with what hasn't started won't be
displayed. Logging out and in again should restore normallity (what ever
that is).
