Missing system.ced at boot problem

I have encountered a new scenario when booting up my Win
2000 computer. The message "Windows could not start
because the following file is missing or
corrupt:\Winnt\system32\config\system.ced"

Now I have reviewed and tried all the knowledgebase issues
on this topic.
The problem is that even when I replace the System file
with the default system file I get the same message.
Additionally, when I try to run the Repair utility from
the Win2000 disc setup cannot find a Windows 2000
installation.

Maybe this is not a system file problem but more likely a
problem ebing caused by the boot sector or another windows
file that loads first.

Any help on this matter would be greatly appreciated.

Yes I have tried that as well as these additional steps:

I have tried booting with a WIn2000 boot disk
I have used the Win2000 Repair Console and when I
attempted to use the manual Fixmbr I received the
following message: "This computer appears to have a non-
standard or invalid master boot record."

That can not be a good sign.

My question no goes to anyone with experience running the
Fixmbr function. Will the data partition I currently have
become inaccesible?

What do you get when you boot the machine with a
Win2000 boot diskette? To make one, do this:
- Format an ordinary diskette on some Win2000 PC
- Copy these hidden files to the diskette:
c:\boot.ini
c:\ntldr
c:\ntdetect.com
