Missing Send Button

I just installed Office 2000 Professional.
In Outlook, the "send/receive" button is missing from the
toolbar, is not listed in tools, and caanot be added
from "add/remove" toolbar (nothing there).
Also in "New Messages" the send button on the top left is
missing and is not on the tools menu either.
Anyone have any ideas?
