Missing Sart button and folders associated with Start

I have W/XP-SP2 and have reloaded it several times because of a hardware
problem I had and fixed. Everything works fine but to access my programs I
have to use the Task Manager. START and the associated menus and the line
they are on at the bottom of my screen do not show up. In other words I
cannot see the START button or the line it is on (Task Bar) nor access
Display Panel, etc.. Internet Explorer will not work either. Does anyone
have experience with this type of problem. I have tried both a repair reload
and a new program (W/XP) reload. I have a standard clone set-up. Any and
all help will be appreciated. Thank you. Ken

Youre clone file(s) are probably corrupted, why not perform a clean xp
installation.Whats a "new program,XP Reload",xp isnt a program,its an
OS,do you mean you reinstalled xp,if so did you boot to xp cd,or thru windows
explorer,the later would be wrong...
