Missing Run Command in Start Menu

I am missing the Run Command Prompt on WinXP Start Menu.
When I switch to Classic View, it is there. I first
unchecked "Run command" in the Advanced Properties menu,
restarted Windows, rechecked "Run command", and restarted
Windows again, to no avail. Then I reinstalled WindowsXP
as an upgrade and this still did not work. I am the
administrator, so what can I do?
 
Right click on the start button, select properties, start menu, customize,
advanced, under start menu items, scroll down to "run command" and put a
check in the box. Click ok twice.
