Missing Recent File List

I am looking for an answer on HOW to restore the recent file list in programs.

If I am logged in as a system administrator, I can see the recent file list
in all my programs. However, if I login as a general user, I don't see any
files, just the greyed out text "Recent Files"

Does ANYONE know why this occurs and how to correct it for general users?
I have looked the the GPO, found 4 options and none of these corrected the
problem. I don't want to make all my users System Administrators, for
obvious reasons. Where do I begin to find this answer? I have looked in the
registery, GPO, and most of the obvious places. PLEASE, if you know the
answer send me an Email at (e-mail address removed)

My users are getting tired of browsing to network folders to open files.

Thank you Carey, however neither option 'fixed' this problem.

We are running Windows XP professional on a larger network.
Logged in as a system administrator, my recent files list show in all
programs.
However, logged in as a general user, I get the greyed out RECENT FILES
in almost ALL programs.

Adobe Acrobat 5.0
PaintShop Pro 7.04
Concordance 8.04

ETC....

Any other ideas? I assume it has to be related to the GPO, but cannot
pinpoint
the /switch/ to turn it back on for the general users.
