Missing QuickLaunch

Does anyone have any idea as to why QuickLaunch would suddenly disappear?
Its gone, and when trying to make it show again, the message "cannot create
toolbar" appears. Not trying to CREATE, just to activate in the normal
manner.

I know HOW to do it (when it works) - rightclick on the blank taskbar, go to
Toolbars, click next to QuickLaunch. But what do I do when the system seems
to think I'm trying to create it.

I know of a computer using Windows XP that has the exact same problem, so it
may not just be Windows 2000.
