Missing Permissions tab

Hi
I am trying to enable sharing of an inbox for one user to another. I can do
this successfully on every other computer I tested it on but this one user
does not have a permissions tab in the properties of the inbox (or the
contacts).

We are running exchange 2003, with Outlook 2003 in cache mode on the
clients, on xp workstations. Only having this problem with one user, and I
have been able to set this up successfully on him before!!

Any suggestions? Thanks
 
Have you verified that the main delivery location is set to the Exchange
mailbox and that Outlook is set to work on-line?
Untick File-> Work Offline
 
Yes, and yes, just went to his machine and verified. He is receiving and
sending emails okay. I am also running Desktop redirector on this computer
for his blackberry, but have been doing so for several years, and have shared
his contacts and emails in the past successfully. I think I will try a
rebuild of outlook next?

Rebuilding will only help with installation issues and not with
configuration issues. Is the Exchange Client Extension enabled in the Add-in
section?

add ins.
