Missing ntoskrnl.exe, boot.ini and other file in C:\WINNT

my office's computer was infected by blaster virus.
we format all the harddisk before we knew that Symantec
had a removal tools
for that virus so we deleted all the partition,
recreate the partition with FDISK.EXE and install all the
program we needed such as Windows 2000 Prof,
Norton System Works 2003, Zip Genius, Office XP, etc.
After we used the computer for about 2 hours, the computer
was hang and we restart it and
the problem occured after this process.
Windows can't start because NTOSKRNL.EXE file not found.
we boot the computer from WINDOWS 98 BOOT DISK and we got
that the BOOT.INI file was
missing too and folder C:\WINNT just contained 49 folders,
some files in that folder was missing.
This problem still occured after we re-partition it. We
scaned the harddisk with NAV file updated
13 August 2003 and it's not infected by virus. We tried to
copy the NTOSKRNL.EXE and BOOT.INI
to the harddisk but it's not worked.

Please help me. What should i do to correct this problem?

Run the 2k install CD. Booting the the repair process.
Create a Repair disk from another 2k pc and insert the
disk when asked. There is an option the go into the
console which is like a DOS promt and there is a boot
repair command you can run. Type help to give you the
options.
