missing mscoree.dll

When I try to re-install the .net framework 1.1 from
microsoft, a message say failed install, contact product
support services. Anyone have a idea that will help me?

mscoree.dll is, in some manner that I am unfamiliar with,
used with the Microsoft .NET Runtime Execution Engine.

If that doesnt work uninstall .net framework and reboot
then reinstall it.
