Missing msconfig.exe file

How do I go about getting msconfig.exe re-installed. When I type it in
'Run', I get the following message: 'Memory access violation in module
Kernal 32 2687:12275596'. What's this all about.

Kernal 32 2687:12275596'. What's this all about.
Search your harddrive for this file, there may be a backup.
Secondly, symptoms similar to this may mean (but not necessarily)
a virus infection.

That sounds to me very like one effect of the recent Swen Worm.
A cleanup utility is available if you go to
http://www3.ca.com/virusinfo/virus.aspx?ID=36939
and in Characteristics, Cleaning Utility available, click the 'please
click here'

Do that on an uninfected machine. Extract the ClnSwen.com and
FixSwen.inf files from it, put them on a floppy, set that to be write
protected, then on the infected machine

First on the infected machine, right click on the FixSwen.inf and take
Install. It will remove registry entries that may prevent the 'Clean'
program from running. Then run ClnSwen.com
