Missing MRU Programs list

The list of Recently Opened Programs does NOT appear on my Start menu.
Have tried all obvious solutions including switching from modern to
classic to modern Start menu, adjusting the number of programs to be
displayed to 0 and back to reset it, clearing the MRU programs list,
checking and repairing protected system files, etc., but I can't get
anything to show up there. Does anyone know how to fix this, or if not,
where the list is stored within the registry or on the harddrive?
Please note this is the PROGRAMS list I'm talking about, not the
DOCUMENTS list -- I'm not talking about C:\Documents and
Settings\Username\Recent\. Any ideas? Screenshot here:

Remove the Documents menu from the Start menu

In addition to Kelly's tweak, also make sure the following policy value doesn't exist or is set to
0:

NoStartMenuMFUprogramsList

found under:

"HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer"

Thanks to all for your suggestions. One thing I neglected to mention
is that the problem exists under ALL users, not just one account. All
of the registry edits seemed specifically for the current user, so I
thought I'd mention it.

The hot key everyone seems to be looking at regards:

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\ under
which I have only two DWORD entries, one as

NoDriveTypeAutoRun : 91
NoInstrumentation : 1

Kelly's registry tweak at line 383 sets the latter 'No Instrumentation'
line from 1 to 0, but this did not correct the problem. One other
thing that consistently catches my eye is that if you look at the
screenshot (mdoucet.com/img/startmen.gif), there is no grey separator
(line) immediately beneath the "E-mail / Outlook Express" shortcut,
which would normally separate the Internet/Email icons from the MFU
Programs list (as can be seen between "Network" and "Control Panel",
for example). It's as if the list isn't enabled at all. I always used
the Classic start menu, but when I switched it to the new one I noticed
that part was missing...

Glad to hear it's fixed. You never said if you were using Home or Pro -- if your using Pro, you
should use the Group Policy editor to explicitly DISABLE the setting for the other users. It's
under:

User Config -> Admin Templates -> -> Start Menu & Taskbar

Policy name is "Turn off user tracking"
