Missing Local users and groups option

In the computer management app of system tools, there
should be a Local users and Groups selection. However, I
don't have that option. I am logging in as general user
with administrator priviledges. Does anyone know why this
isn't appearing ? and what can I do to make it appear as
a selection ?

XP Home does not have this.
