Missing ie7 tab

I'm using XP and ie7 and unable to download anything. When I right click on
the ie icon and click on Internet Properties, no tab or box comes up. Is
this an XP or ie7 issue? If it is XP related, how should I proceed? All
was well until my broadband provider accidentally disconnected my service.
Once reinstated, the problem began. Thanks, Rick

Yes, I tried that also but nothing comes up either.

Does the correct screen appear if you type:

inetcpl.cpl

from Start/Run??

If not you may find a copy of that file in the windows\system32\dllcache
folder - Copy/Paste it to the windows\system32 folder.
