i have a 19.5 GB NTFS partition with 1.5 GB free space.
BUT, the folders in the partition (hidden or not) add up
to only 10 GB. Where is the missing space. CHKDSK runs
with no errors!?

Thoughts would be appreciated!

How big is your hiberfil.sys and swap file? that might be 2Gb together.
Recycle bin? Space reserved for system restore? (I think mine is 3Gb)
Download treesize (or similar) and have a look with that.

have Folder Options - View set to show Hidden files, and *not* Hide
Protected mode ones. The latter include most of the system and also
page file and restore points
