Missing Command Line Tools

I want to use the FORFILES commandline tool referenced in
the "Commandline Reference A-Z." The problem is, it is
not on my system. Where can I get the command line tools?
 
And what does the page in help say about it. That it is the 2003 Server Resource Kit. It is in Win 2000 Server Resource Kit. It isn't in XP or XP support tools. As 2003 adds its help to XP's help look there.
 
The for command can do most (if not all) of that without help anyway.
