missing boot.ini

I had something happen several days ago. I think it followed a security
update from Microsoft. When the system starts up I get a message invalid or
missing boot.ini file. In addition to this my start menu list of programs
has a lot of missing entries. The administrative tools folder is empty, as
is the MS office folder and some others. The pc runs fine. If I hunt for and
find the executable for the application I can click on and run it. How can I
restore the start menu? I went to do a system restore and it runs but then
finishes the restore saying the resore could not be completed. I tried
several restore points as far back as 6 months and it still doesnt work. Any
help would be appreciated.

Thanks for your help. Do you know why system restore wont work. I have
multiple restore points and they all give an error.
