Missing ALL Toolbar Buttons in IE6

I am running W2K4 with IE6.1

The stupid buttons are ALL missing from ALL toolbars in IE6. Right clicking
a toolbar gives the submenu but none are selectable. Downloads and links in
a separate windows are non-functional. All patches are up to date and a
over-install of IE6.1 has also been done.

Killing all of the registry entries for the ITBarLayout entry does not work.

To make this more interesting any link in Outlook 2K email displays will
cause an instance of IE6 to run that actually has a normal appearance and
functionality.

Spybot and Adaware have been run and don't find any offending malware.

Any help is appreciated.

Longshot...
Try re-registering all DLLs listed in the Resolution section of
http://support.microsoft.com/?kbid=281679

Does this still happen if you startup in Safe Mode? I'm wondering if a
third-party program is causing this.
