missing "Add or Remove Programs' from control panel

I went to remove a program and the "Add or Remove Programs' icon is missing
from the control panel. Go figure. I cannot imagine when it disappeared nor
where it may have gone to. Can I just find it and bring it back - maybe
reinstall? Should I worry about my registry or anything serious like that?
Should I reinstall Windows?

You can access the control panel item manually by running "appwiz.cpl" from
the run command. This works for all the control panel objects (search your
machine for .cpl files).
