Missing "Add or Remove Prgroams"

For some reason, my "Add or Remove Programs" icon is missing from the control
panel. How can I retrieve that icon?
 
The file that Add/Remove uses is Appwiz.cpl and should be in
C:\Windows\System32
If it is missing, extract another copy from your CD.
